The week following Splash fest was packed to the brim with the formalities that came with assuming a council seat. Penelope was no stranger to busy schedule, but to add the weight of onboarding on top of everything... It was a lot to ask of someone.

Alas, she never allowed her fatigue to show. Even today, after handling a back to back meeting showdown against a group of angered revolutionists, she barely wore any signs of her dwindling fortitude. Rather, she strode up to the conference room with an air of confidence, adorned with a neat pants suit and face of light make up.

With one hand wrapped around a leather notebook, the woman pushed open the glass double doors closest to her newly furnished office. Black heels clicked against the polished tile as she made her way to one of the empty seats.

"Morning everyone." Her greetings, while light in nature, held what would be (at least to DEREK HOFFMAN ) an unfamiliar air of sterness beneath the surface. Setting her note book open in front of her, the councilman gingerly placed the gel pen in-between the spine of the book before folding her hands in front of her chest. "We're just waiting on GABRIEL BLACK then, correct?"

the even voice of gabriel follows a mere second after penelope's observation, the large man striding into the room as if he was presiding over the fate of others. in a way, wasn't he?

once inside, he shuts the door behind him, hands empty of anything that could possibly be used to take notes. he moves to an open seat two down from PENELOPE LIVY , settling his massive frame in-between the arm rests.

"SAM."

"Yes, Gabriel?"

"engage silent running."
[break][break]
"Understood."
[break][break]
security protocols engage in the background as the windows take on an opaque twist, and electronic signals are cut-off. for all intents and purposes, the room was now as secure as a classified facility.

expectantly, gabriel turns to regard the two men, the ball in their proverbial court.

The second councilman strode in moments after her arrival, acting as brazen as ever. His security measures were appreciated, though.

Sharp eyes flicked toward DEREK HOFFMAN as he assumed the floor, initially starting with an unnecessary introduction. If she knew who Adrian Malcolm was, there was little chance GABRIEL BLACK didn't, but Penelope guessed there was always room for some level of formalities.

What followed, however, was what really caught her attention. The meteor. Frankly, during her time at HBS, Penelope made her stance on the league's planned course of action fairly well known. To commit genocide would be to condemn themselves to the same label as rocket. So, with a tight smile, her gaze swept back over to GABRIEL BLACK -- surely he would offer a better answer than her? They couldn't expect perfection from a newly onboarded member anyways.

When an answer had passed through the airwave, and they could appropriately ease into the second part of DEREK HOFFMAN 's opening statement, Penelope would've leaned back into her chair, much more eager than before.

She could've teased on about how little fate he held in the league's capabilities, or questioned his reasons for assuming failure was a possibility, but she didn't. Because, despite her newfound position, she understood all too well. "What do you have in mind?"

he nods towards Adrian Malcolm, but gabriel doesn't miss the fact these two were clearly not entirely on the same page. odd, but not entirely unexpected. what surprised him, just slightly, was the fact that councilwoman PENELOPE LIVY had deferred the question of the meteor to him.

"there isn't," he says in a flat, even tone. he scowls slightly as the weight of his position settles firmly onto his shoulders. "rest assured mr. hoffman that we understand the public's concerns and are working to address them the best we can." a neutral answer, but one that would have to satisfy.

PENELOPE LIVY raises the question before he could, so gabriel allows the woman to take the lead. they were, of course, willing to listen to near anything — but nothing further could be promised.

Eyebrows raised at the gym leader's grandiose speech. It complimented his ambitious pitch almost too well, highlighting all the little logistical oversights Adrian seemed to still be caught under. She could only imagine her colleague followed a similar train of thought as the singer, doubtful in this plan's execution. Luckily for Derek, and possibly all of Hoenn if this scheme ever bears any fruits, Penelope was often too fond of taking chances. Her initial hesitance towards the league's current plan of action only furthered this playful desire.

With the flick of the wrist, an image populates the surrounding television screens. They all displayed the same diagram of the incoming meteor, surrounded by numbers depicting it's height and width. Other information of it's minerals or precise imaging is either obscured or removed from the screen, leaving behind only a bareboned answer to the question.

"Take a look for yourselves." She gestured towards the images. Needless to say, it was big. Huge.

The councilwoman returned her gaze back onto DEREK HOFFMAN . "I've seen the reports, yes, but harnessing that level of strength comes with time. Time we frankly don't have."

Alternatives were good, but they had to be speedy and actionable, not lingering hopes meant to dissuade people from the actual, solidified goal in mind. "Even if we're able to theoretically harness that power, do you think a discovery like that can be expedited to such extreme lengths?"

penelope takes over the momentum of the conversation, and despite her rather short tenure as a councilwoman, her experience from journalism comes in keenly.

his eyes flick naturally with the others to the screen at the far end of the room. guided by S.A.M., it highlights the key areas of interest for the group.

in-tune with penelope's question, gabriel makes a comment of his own.

"while this phenomenon shows promise, mr. hoffman, you've come to us on the eve of disaster. our plans are already in the process of being implemented. this endeavor seems like it's come too little, too late.
